A widget root carrying the bar takes a fourth row for it, between the chart
and the status line; the phone layout hides it, its controls having moved
into the sheets. A bar marked is-kept has no sheet to move into (a widget
without a top bar has no More sheet), so it stays under the chart there and
the phone footer takes the last row.
On a narrow bar the ranges give way and scroll; the status, the clock and
the scale toggles are never cut. The narrowest bar shows the status by its
glyph, its reading kept as the status region's name.
